Why is "No Confluence page found with the given URL"?

From this issue - https://roostertailgames.atlassian.net/browse/RPU-2 - I tried to create a link to this document - https://roostertailgames.atlassian.net/wiki/display/RAT/RTS+Prototype%3A+Part+2+Outline.  I received the error "No Confluence page found with the given URL" even though I browsed to it using the "search for a page" function.  The page exists, and it's hosted on your cloud, so...?

Hey Richard!

I assume you've been able to perform this action successfully in the past?

The first thing I'd check is that there are no special characters in the title of the Confluence page that you're trying to link to.  I've seen the same error thrown in those situations before.
