Oh, I know that answer! Because someone doesn't know how to parse dates properly in JavaScript! That is so extremely annoying that the software used to manage software product has issues with a calendar. This is really basic people, please fix this!
A cursory glance or search would have led you to https://support.atlassian.com for help with Cloud installations.
Also, you might want to look at what you're entering, as I don't get this behaviour on the Cloud install I'm using.
When I am on Jira, this is the only lick I could find that allows me to post. I do not see any link that says "Contact Us" or "Contact support" or "Feedback". If I am missing something, then it is a bad design on Atlassian's part. My work here is done.

You should probably report this on jira.atlassian.com (it's possible it's already there). Atlassian Answers are mostly addressed by end-users like me, not by Atlassian staff.
