Why can't I reorder initiatives in the scope view of JIRA Portfolio?

In the Scope view of my Portfolio Live Plan I am unable to reorder initiatives.  See the image below for context.  What am I missing?

Note: I am using a filter to import the issues and not a link to a board.

May be could you test to click the # heading to sort by rank to be able drag/drop to update the ordering.

Indeed, issue can only be reordered when ordered by rank.

Reordering when sorted by title, as is the case in the screenshot, would not mean anything useful.
