Where to I access JIRA Core Labs?

Following this guideline:

1. Log in as a JIRA Administrator.
2. Choose  > Applications.
3. Select JIRA Core Labs. The page shows the current Labs features

Only works until step 2. I am then taken to Site Administration. I am a JIRA Administrator but can not find the JIRA Core Labs anywhere.

Hello, I tried this, but I couldn't find the JIRA Core Labs section in the applications page? I am administrator.
