When I import a backlog from Jira into Portfolio I cannot add an initiative name (it just says no initiative) and I cannot move the epics/ issues another initiative. How do I fix this?

This question is in reference to Atlassian Documentation: Creating and linking issues

When I import a backlog from Jira into Portfolio I cannot add an initiative name (it just says "no initiative") and I cannot move the epics/ issues another initiative I have already created.  This is deeply frustrating. How do I fix this?

I'm trying to move epics between initiatives and it's not working. Did anyone get a fix?
