When I create a new board in JIRA for an existing project which other boards, the issues from the initial board gets copied across to the new board? How do I create a blank new board within the project?

You are misunderstanding what a board does.

Projects contain issues. 

A filter returns a list of issues, often with a simple "project = X", but they can be much more complex, with things like "project in (x, y, z)" or "issues assigned to me" or "project in (x, y) and issue type = bug".

A board is a view of a filter. 

So, when you create a board from a project or filter, it is always going to show you the issues in that project or filter.  Because it's a view of those issues.

Also, a board does not belong to a project.  You can't "create a board in a project" because they don't go into projects. 

You can do the "new blank board" though - create a new board that uses a filter that returns no issues.

Create the filter for respective project and use the filter while creating new board. After that update the filter to depends on your needs
