What is the best project type to use if attempting to track organizational projects?

We're looking at using a specific project type to assist in tracking the number of projects requested throughout the organization.  Is there a specific one you would recommend?  And if there is a better product for doing high-level tracking of projects that can be imported later into JIRA, what would that be, if any?

For high level tracking across multiple projects, I will suggest JIRA portfolio. 

For project Type, it's "Software" if most of the team are Software teams that would be using JIRA.
