We have multiple development teams using different instances of JIRA, should we consider federating?

Some of our teams have cloud and some have server, we would all move to server.  However, since some of our teams are outsourced contrators and some are FTE's we do require enhanced security.

I think what you need are per project permission schemes: https://confluence.atlassian.com/crucible/creating-a-permission-scheme-298977513.html

Hi Volodymyr,

All of the different teams have their own instance of JIRA and we will need to have cross-project visibility for specific work items (permissions).  Are you aware of a solution that will allow us to do this?
