Upgrading JIRA 6.3.1 to latest JIRA 7 together with Tempo Timesheets

We wish to upgrade JIRA but not sure on the Tempo data process.

Timesheets needs to also be upgraded to the latest release to work with JIRA 7.  Tempo say to uninstall Timesheets, upgrade JIRA then reinstall latest Timesheets.

What steps do we need to take to retain current Timesheet data?

I'd follow the guidance from Tempo. 

Uninstalling an add-on does not delete its data unless the add-on authors have explicitly coded to do so (I'm not aware of any add-ons that do that, and there's a question a few days ago about tidying up the data any add-ons leave behind when removed).  When you upgrade to 7 and re-add the newer version of Tempo, it should find the old data still there and upgrade it to the newer version.
