Template for Workflows?

Is there a way to create a template or something that is always added to ever Transition in the workflow.

Example. Add a Condition where Only Assignee Condition is added to the Condition.

Comment Field is required along with certain Custom Fields.  There are a few other but this is the basics of what we are looking for.

You'll notice that there are always 5 post-functions added, so yes, there are ways to prepopulate functions.

The problem is that if you get 5 JIRA admins from 5 different places in a room to discuss what should go in, you'll get 10 different incompatible answers that you can't code for.  Template functions would add nothing to the functionality that "copy a pre-prepped baseline workflow" wouldn't handle better.  So Atlassian haven't done it.

There isn't such option especially for Cloud where the use of plug-ins is quite limited.

You can always copy existing workflow which have it and use it as a base, but you have to manually put it into the other transitions.

Another option although not recommended is to export all workflows to XML modify the XML with some soft of script and then import again.
