Stop users from logging work on specific status in workflow

Hi, we are using JIRA 6.4.

I have set the property jira.issue.editable = false on a workflow step. But I can still edit and log work when an issue is in that status.

When I tried the same on cloud version of JIRA 7, it worked but I cant get this to work on server version of JIRA 6.4.
