Server Migration JIRA

What is the impact of copying JIRA Home directory without attachments for new Server ? Will JIRA give errors ?

Yes, you will face some errors. The Home folder holds all JIRA indexes,attachments, avatars, plugins etc...

You can skip attachments, but JIRA will disable the function if it notices that the directory is not there.  If the directory is there, but empty, then you'll get errors on all the issues that have attachments, but everything else will work ok.
