Russian encoding in name of atachments

Hi. When I am sync file with russian name (f.e. новыйдокумент.txt) from HP ALM, JIRA changed filename to ????????.txt How I can fix it?

We use JIRA cloud, and in System info i see 

System Encoding

UTF-8

I guess it has to do with the encoding. Atlassian recommends UTF-8 or Unicode encoding. For more information have a look here
