Restrict users to logging in through VPN & Single Sign on Capability

Hi we are in the process of evaluating JIRA Cloud (and other Atlassian tools) for use within my company.  We have a requirement to restrict users from accessing tools when they are not logged into our Network.  Does JIRA Cloud have the ability to support this requirement?

Additionally is Single Sign On available - meaning if a user logs into our network, can they click on the JIRA link and bypass entering their user credentials?

No, Cloud is simply open to the internet, there's no options for unusual network setups. 

And, no, Cloud does not support SSO with external applications/sites
