I'm attempting to make a custom field required.

however, after setting it, the screen does not have the red * next to it, and users can still create ticket without entering an option.

Is there somewhere else i set this besides the field configuration scheme?

No.   You set this in the field configuration.

Best guess is that you've made the change in the wrong field configuration, not for the project you're looking at.
