Hi,

Is it possible to grant anonymous or read-only access to JIRA with On Demand Confluence users?

Yes.

For Confluence, use the "anonymous" permission in each space

For JIRA, allow the "group" called "anyone" to have "browse" permission in the permission schemes.

In both cases, do NOT allow these roles/groups any other access without very careful thought, as they can allow unlogged untraceable changes to be made.

Here is a little more around making your Confluence site publicly accessible.  You will want to make sure to restrict anonymous access for each space you create.

Cheers!
