If that does work, please check your JIRA project's notification scheme >> https://confluence.atlassian.com/confeval/jira-software-evaluator-resources/jira-software-email-notification-schemes
If both look ok, you need to check for stuck mails in your mail error queue >> <URL>/secure/admin/MailQueueAdmin!default.jspa

Thanks to help us .Some user who is having admin role has disable outgoing email and removed all settings from notification scheme .We were using default notification scheme .Once we got to know issue .Our administrator has enable outgoing email and we created notification scheme for our project and set all the rules .its working fine now.
