Not all issues have IDs on changegroup table

Hi All

I am trying to write a script using the database tables and i observed an anomaly.

Ideally all JIRA IDs (ID) on jiraissue table should have a 1 to 1 mapping on ID column on changegroup.

But i find that some (about 2%) entries in changegroup table are missing (which have corr entries in jiraissue table) and those issues exist on JIRA instance.,

My question is under what circumstance we can see that entries are not logged on changegroup table but logged under jiraissue table?

Is this a bug with JIRA?

Have those issues been changed?  Changegroup records will only exist for issues that have been updated.  (Also, it's a 1:many - if an issue is edited 6 times, you should find 6 changegroup records)
