New pricing for JIRA Service Desk and JIRA Core users

If we are using JIRA and JIRA Service Desk now (and Confluence), and will be using JIRA Service Desk and JIRA Core, will users that are agents no longer be included in the user count for the new JIRA Core pricing, only the service desk fee per agent?  That seems to be how this documentation reads:

Hey Amanda!

JIRA Service Desk can now run as a standalone product or it can seamlessly integrate with JIRA Core or JIRA Software. This enables you to have your support teams working along side your development and business teams but with their own tailored experience per application.

Therefore, JIRA Service Desk agents do not count towards your JIRA Core (or JIRA Software) user tier.
