Multiple uses cannot access tickets, pages (Get redirected to dashboard)

Hi - Multiple users are experiencing an issue where they get redirected to the dashboard page when attempting to go to specific pages. For example:

User A is a jira-software user and is trying to access a ticket via a direct link to that page. She gets redirected to the dashboard when clicking the link. She can, however, access other tickets on that same project.

User B is an admin and jira-software user. She is trying to access the user management page, but is redirected to the dashboard. She was able to access this page just fine last week.

This is with JIRA on-prem.

We attempted a re-index, which corrected this issue previously (A few weeks ago another user had the cannot access ticket and redirected to dashboard issue), but it is not fixing it this time.

Do you have some customization that is causing this behavior? Maybe a javascript snippet in the announcement banner? Or something similar?
