Make someone a follower of all issues in a project

Is it possible to automatically make a user a follower of all new issues for a specific project?

For example, James is a project manager for Project A but is not considered the Lead.  James should be a follower and receive emails for any issue that is created.

Yes, that's possible.

James should be added to a project role in Project A.

After that, ensure that the Notification Scheme set on Project A is configured to send notifications to that project role for the event Issue Created.

An easy way is to create a project role of follower and setup the notification scheme to send emails to that role for everything. Then you can add/delete users from that role as needed.
