Labels view of project missing in jira 6.2.1?

According to the documentation for JIRA 6.1 one should be able to list labels in a project:

We run JIRA 6.2.1 and the only links i see in my left hand column are: Summary, Issues, Road Map, Agile, Scheduled Issues, Change Log, Reports, Versions, Risk Matrix, Builds, Source and Reviews

 

Does the labels per project depend on any plugin to appear or was this feature removed between 6.1 and 6.2.1?

 

Also, is there any way to find out what user created what labels? Looking at the database level for table "label" i only see the columns: ID(unique id of label) FIELDID(always NULL) ISSUE(unique id of issues label is attached to) and LABEL (contains the cleartext label). Does JIRA keep track of this in another table or is this information dismissed on creation?

The labels view was removed in JIRA 6.2. See the upgrade notes.

There is also an open issue about this.

On your second question - I think that the only place where such information is kept is the issue history but it will be difficult to extract any user-based report.
