Jira user cannot added watchers when they create the ticket?

This question is in reference to Atlassian Documentation: JIRA User cannot add Watchers to an issue

Jira user cannot added watchers when they create the ticket? When i added the user to single user?

Generally, no, not unless you have a "watchers" field added to the create screen (there's an add-on for that)

I don't understand "when I added the user to single user" - you don't add users to other users, it doesn't make sense.
