Does JIRA have a SCIM endpoint to allow JIRA accounts to be provisioned ?

Yes, I know that you can use the JIRA api, I need a bit more than that. SCIM http://www.simplecloud.info/ sets out a standard for how APIs confirm to managing users. Other systems (such as Salesforce : http://releasenotes.docs.salesforce.com/en-us/winter15/release-notes/rn_forcecom_security_scim.htm) have an endpoint for SCIM.
I am too interested in this, enabling through Azure AD like you can with workplace and slack.

I am not sure what SCIM means but you can create JIRA users using the REST API.
