When I'm trying to assign a ticket in the new Issue view, the only options that are available are "Unassigned" or myself. The other users do not show up in the dropdown. I have to switch back to the old view in order to do this.

You need to update the Issue View field to include Assignee.
I had the same problem, and that fixed the issue.
