Jira does not issue email notifications any longer. The notification scheme was edited and notifications were removed. However when notifications were added back again, no emails are issued. As the following image shows, the Notification Helper tool shows that the given user should be receiving notifications, however no email is being received.

The last time this happened to me, it was a permissions problem. Got the same response from the Notification Helper (It indicated they should be getting emails) but I found they were not part of the group that had access to the project. When I added them to the group, they started getting emails.
