Jira automation plugin not available to all users

We have installed the plugin and certain people do not have access to the addon, myself included.  I am in a group that is in the global administrator role.  Another admin, who is a member of the same group, has access to the addon.  What permissions do I need to be able to administer this addon?

Just to clarify, you both are the in the group of "JIRA System Administrators" defined in the Global Permissions or just the "JIRA Administrators"?
