Jira assigns a ticket to the project lead only

When i try to create a ticket in Jira, i edit the Assignee field and assign it to a person that is not a Project lead. But when i check the created ticket, it has been assigned to the project lead. Any idea what could be wrong ?

Look at the workflow transition. There might be a post-function that assigns the issue to the project lead regardless.
