Jira Permissions

I would like to setup a JIRA access for an external QA team as described here http://blogs.atlassian.com/2014/03/share-jira-external-partners/.

Here's what I tried

  • Created a new project
  • Setup a new permissions scheme
  • Created a project role
  • Added a user to this role
  • Added the role to the create user permission

However when I login as this user I don't have access to anything.  

Do I need to give the user Application Access?

 It appears if I give the user application access they become a member of the jira-users group which means they have access to other projects.  Do I need to setup another permission scheme for our other projects?

In reference to the jira-users group; Yes all users are put in that group by default because they need to be to be able to logon (default). Because of that it is recommended not to give access to project to that group unless you are sure you want everyone to have access to the project. I suggest starting by removing the access of the jira-user group and giving access by project roles, which the project admin can manage.
