I trying to set up a incoming mail handler. There is a problem with attachment (only files with Cyrillic in the name).
JIRA renames attachments by appending them to their names someting like "
_koi8-r_B_zMHT1NgueGxzeA==_=" or "utf-8''%D0%9A%D1%83%D1%80%D0%B3%D0%B0%D0%BD%D..."
...and then adding comment:
Renamed attachment file:' filename 'to' filename=koi8-r_B_zMHT1NgueGxzeA=== ' because it contained invalid characters.
How to disable this?
And if we add an attachment through the JIRA's interface, there are no problems.

I've been using UTF-8 as encoding.

it was a mail server problem. There is no problem with another mail server.

I just tested in my local instance by sending an email creating a Jira issue with an attachment with Cyrillic characters in its name and guess what? All went fine!

1) I use the built-in JIRA email catcher (mail handler), do not use the plugin.
2) No, it's usual project.
What encoding do you use in JIRA? What was the length of the file name? With a long filename, it looks like this (for short all went fine):
