JIRA communication memo  - how to reject a Closed Communication Memo ?

What is a "closed communication memo" and what do you mean by "reject"?  None of these are terms used in JIRA speak, so they mean nothing to us.

Yikes!  A Communication Memo is equivalent to a Task.  Its a type of Issue.  Instead of having four Tasks to complete for a specific Work Element, There are two Tasks and two Communication Memo's to complete. But as we are using JIRA for the first time, it was discovered that after closing a specific Communication Memo (Closed) it required us to reject that state of the Communication Memo and revert back to the Draft mode.  
Does that make any sense, now ?

So "communication memo" is an issue type that you have defined.  I'm not sure most of the rest is particularly relevant here, but it sounds like you've got a workflow that takes one of these through a cycle, and your question is how you would "reject" and issue once it reaches "closed" in the flow.

If that's right, then the answer is to look at the workflow and get the admins to add a "reject" transition out of "closed" and back into some other status.
