You need to configure Create Attachments to the users who need to attach files in the permission scheme of  your project. The document https://confluence.atlassian.com/jira064/configuring-file-attachments-720411975.html will help you.

What error or problem you have faced? Is it a limit of file size? or any other problem?

Hello, Chetan.

You can try our add-on Smart Attachments with workflow validators (https://docs.stiltsoft.com/display/CATAT/Managing+Workflow+Validators) that will check presence of specific file formats in your categories.

If you have any questions, please drop an email to vrutkevich@stiltsoft.com

Thanks.
