JIRA - Time Tracking not displaying

When I create or edit an issue in JIRA the 'Time Tracking' does not appear.

I have full admin access, using JIRA 7.0.9.

Time Tracking in 'Issue Features' is turned on.

The Screen is configured with Time Tracking in. (I am definitely using the correct one and it is linked, as if I add other fields or change the order this works).

I have added Time Tracking with no issues to another project, so it seems to be a problem with this particular Project. If I tell this project to use the screen of a project which has it working, all of the fields will display apart from Time Tracking.

 

Any ideas?

Nevermind. It's a user issue (or a usability issue).

The problem presents when one looks at the issue view. Under Activity, there are a set of tabs, one of which is Work log. If you click on it, you will see the note "No work has yet been logged on this issue" and there are no controls available to log work.

The control to log work is in the upper right corner of the issue view. The "..." icon controls a drop menu. The top item of the drop menu is "Log work". When work is logged, it shows up under the Actrivity > Work log tab.
