You need to read the application logs for more detail

Exactly.

This version of the error page is displayed when JIRA is unable to render Soy templates, either because the soy plugin did not start or because we are so early in the startup sequence that the Soy template renderer just hasn't started yet.  Full information about what went wrong should have been dumped to atlassian-jira.log, and you should be able to search for that error reference UUID to find it.
