If you're willing to spend money, there are good plugins for this problem, for example this one: https://marketplace.atlassian.com/plugins/com.deniz.jira.reminders/server/overview
You could also do it with the standard functionalities of JIRA, you need to play around with this a bit: https://confluence.atlassian.com/adminjiraserver071/configuring-email-notifications-802592925.html
To do this manually I'd
a) create a custom event (Admin menu) and add the reporter as a recipient for this event's notifications (Notification scheme)
b) Create a transition from Status_A to Status_A which does nothing except trigger that event.
c) filter out all the issues where the reporter needs a reminder
d) bulk change -> transition -> use your new transition and trigger the notification.
Only I suspect you'd have to do this once for each status that your issues are in.
... maybe you could automate this (ScriptRunner is a particularly powerful plugin), or maybe you could find a way to do steps c and d via the API so you just have a script running.
