JIRA Cloud User Management by my help desk?

I would like to grant our internal help desk access to administer users and passwords for our JIRA Cloud instance (Not JIRA Service Desk).  I don't want them to have access to any projects or any data associate with the project.  Any ideas how to approach this?  The security doesn't seem as granular in the cloud instance.

Hi Ellen,

To administer users and passwords you will also have access to manage permissions, making this users being able to edit what they can/cant access.
