Is there a way to disallow one of the issue types in a project when submitting a ticket?

Hi, I'm new to this, and I'm setting up a workflow for our site. 

We want to allow the users to submit enhancements and service requests. Then when the ticket is reviewed by a group, it can be set to a bug if the group OK's it.  

Is there a way to disallow a Bug Issue-type on ticket creation, but allow it in transitions and edits after that?  

I was thinking to just leave out a screen for Bug on Create. But there might be a better (more correct) way to do it.

You would not be able to achieve this natively.

Also, your requirements to remove one issue type and only make it available on this transition further complicates it. Sorry I cannot offer you a solution on this.
