Is there a way for clients to add user groups in the Portal? When an issue is created instead of sharing one user at a time, they can add a group for simply use.
By portal I am assuming that this is a question referring to the JIRA Service Desk. The service desk portal only allows users to add individuals. You can setup organizations for users. If they are part of an organization every user in the organization can see the issue without having to be added.
