Is there a way for Jira to accept emails for comments only?

There are some in my organization that would like to turn on emails so that incoming mail could be used to add comments to existing tickets only - not to create new tickets or edit or update values.  Comment only.  Is this possible without having to buy some plugin or perform brain surgery on JIRA through the file system?

JIRA has a few default handlers. You can use the ones that only creates comments.
