JIRA is not a test case manager (although there are integrations with test case tools, and add-ons that implement test case management inside it)
As an issue tracker, it focusses on issues. You can attach files to issues. That's it as far as arbitrary file storage goes.
If you structure your usage of projects and issue types cleverly, you can build something like a test case repository, but you'll find it clunky. Have a look at the test case stuff in the marketplace for proper solutions.
