Keeping test cases in folder, So that as an when you need you can pick that test case and move it to test cycle and execute.

 

Something like reusing the same test case.

I'm not sure what you are asking for here.  Could you explain what you want from a "repository"?

JIRA is not a test case manager (although there are integrations with test case tools, and add-ons that implement test case management inside it)

As an issue tracker, it focusses on issues.  You can attach files to issues.  That's it as far as arbitrary file storage goes.

If you structure your usage of projects and issue types cleverly, you can build something like a test case repository, but you'll find it clunky.  Have a look at the test case stuff in the marketplace for proper solutions.
