Is it possible to revoke 'bulk change' permission while keeping issue transition rights?

Do you mean: Can you revoke 'bulk change' so that a user can't do bulk edits or bulk transitions, but can still transition individual issues?

If so, yes. You can revoke 'bulk change' in global permissions, but still allow the transition issues permission in project permissions.
