It's not the same without you

In our company we have a system of "locking" swim lanes, so you can't move stories to them until certain requirements are met, that don't depend on the actual story.
Is it possible to reflect that in Jira, so we can turn the lock on/off?
Ah, good
Yes, you can, although it's not quite a "lock". Behind the columns is a set of status, and moving from one column to another is effectively done by "transitions" in the workflow. You can easily edit the transitions, adding "conditions" to them which will stop people using them. In effect, blocking the move across columns.
The harder bit is that your "certain requirements are met" might need coding.
