Is it possible to notify a watcher only if he's in a defined group

I would like to set up my notification that way:

the watcher of the issue is notified only if he's in a defined group

same for reporter.

If he's not in the group, even if he's watcher or reporter ,he's not notified

No, that would defeat the point of watching and notifications.
