Is it possible to have a project administrator who is not part of jira-administrator?

Hi,

Is it possible to have an administrator group for a project and not part of jira-administrator? This project administrator would need to have the ability to edit/update the project workflow.

Yes, project admin is a distinct permission that allows for user, component, version and some agile maintenance stuff within a project.

But no, because editing workflows is NOT a project admin task.  Workflows can be shared, and they absolutely require the user to understand how JIRA works, which is an admin function.  Project admins, for the most part, are simply not qualified to do it, and, in real life, have kept me in a job for years, cleaning up the mess they make when they're given admin.

There is one middle option, of course.   IF you have JIRA Software, fire up a board and, as an admin, "simplify" the workflow.  Your board owners can then edit the workflow, but only at a level that doesn't need full understanding of workflows.  They can change the list of status in a workflow.  But not functions.
