We need more granular delegation of permissions. There are two admin groups. Admin and System Admin. Can the Admin group be restricted or can permissions be removed such that the Admin can only perform administration of the global workflow schema and let the System Admin retain the highest level of permissions of all administrative tasks. We want to block Application Admins from user account management and installation of plug-ins.

Not yet anyway, there's an old issue raised for the abilty to delegate more admin rights, but it's not been implemented and Atlassian have only just started hinting that they might move towards it in JIRA 7.1ish (and I do mean "move towards", not "deal with it in full")
