I am interested to create a JIRA Template which will includes a list of issues with their own subtask to save us some time and effort and help build some consistency in our process.

How to create projects or sets of issues based on a template is an way to do this using JIRA Command Line Interface (CLI).
Or if you need a nice UI based way of managing project templates, then Delegated Project Creator for JIRA is the way to go perhaps together with JCLI.
You could also create a project, populate it with issues and subtasks, limit the visibility to administrators and use the Script Runner add-on which has a "Copy project" built-in function. That way you could use a project "like" a template and copy it whenever you need a new project that looks exactly the same as your "template".

JIRA doesn't really have templates, but you can do something - if you install one of the add-ons that provides "create subtask" post functions for the workflows, or scripting functions (or write your own), then you can add as many as you need to the "create" transition on an issue, so that all the subtasks you need are created on the main issue creation.
