Is it possible to baseline/snapshot JIRA (not confluence)

I want a baseline of JIRA at a certain point. I know I can go back and see for each issue what its values were, but I want to see what plugins+versions-of-plugins were in use at a certain point. I want to know what Versions were active (including what the start date and end date were, these are not saved in history) and who was in what role, etc.

There is no standard JIRA feature for this.

You could automate capturing your issues to customizable Excel or PDF files, that are tailored to your needs, searchable and comparable.
