Is it possible customize release notes with Jira cloud?

Hello,

My organization is using cloud hosted JIRA. I see how to generate release notes for a given release, but wondered if it is also possible to customize release notes and/or populate the release notes with smart commit comments somehow?

No, you can't customise the release notes on Cloud - it's an area Atlassian basically says "you need to write your own code" for, and that's not possible on Cloud.
