Hi @Natalia Herrick - The nFeed add-on allows you to configure the contents of a single or multi-select dropdown with database or directory query results.  This would allow you to make a query to populate a selection list of potential sponsors from which an acutal could be selected.

Hope this helps!  If so, please consider clicking the "Accept Answer" button to others benefit from the "answered" results in their search results.

Thanks!  ~~Larry Brock

No, it is not possible. How can JIRA know the external users if they are not part of the directory?

In order to mention a user, the user should have the browse permissions and to be part of JIRA user group roles
