Importing issue updates WITHOUT global administrator permissions

I have regular users who need to be able to:

1. Export a collection of issues from JIRA in CSV
2. Update those issues using Excel; offline from JIRA
3. Re-import those issues back in to Jira.

I've been able to import to existing JIRA issues using the Projects - Import External Projects option; but this requires global system administration rights.  When attempting to use the regular user option of issues - Import Issues From CSV; the option to map the "Issue Key" field is not available.

Is it possible to make the "Issue Key" available for a regular user with out global system administrator privileges?  If not, what are alternatives to achieve the functionality?

No. It is for your protection. Non administrators may not be aware of everything setup in JIRA and may impact other projects with the options not available.
